Haryana’s power sector transformation explored in new book, ET EnergyWorld

New Delhi: Union minister for power and urban affairs Manohar Lal, launched the book ‘Wired for Success’ at New Maharashtra Sadan, which details the transformation of Haryana’s power distribution corporations. The book, authored by Haryana Director General of Police Shatrujeet Kapur, narrates the shift from substantial losses to profitability under the state’s UDAY scheme.During the launch, the power minister recounted the initial challenges faced by Haryana’s power sector when he began his tenure as Chief Minister in 2014. He highlighted the state’s situation with only 105 villages receiving 24-hour electricity and outstanding bills totaling over ₹7,000 crore. “Not paying electricity bills had almost become a norm in rural areas,” Mr. Lal stated, emphasizing the critical state of affairs at the time.

The union minister outlined the series of reforms implemented, crediting Shri Shatrujeet Kapur, then CMD of Discoms, for leading the turnaround. Under Kapur’s leadership, the power companies achieved their operational and financial targets two years ahead of schedule, leading to profits of ₹412 crore in 2017-18, ₹281 crore in 2018-19, ₹331 crore in 2019-20, and ₹637 crore in 2020-21.

Manohar Lal underscored the policy where villages that paid their electricity bills received 24-hour electricity supply, which he noted contributed to more than 5,800 villages now enjoying uninterrupted power. The agricultural subsidy in the state also saw a reduction from ₹7,600 crore to less than ₹6,000 crore due to the reforms.

The minister praised the large-scale integration of renewable energy with a capacity exceeding 3,600 MW and the implementation of significant electricity conservation measures. These initiatives have supported the state’s demand and reduced its carbon footprint.

The book ‘Wired for Success’ is recommended by Mr. Lal for its comprehensive account of Haryana’s power sector reforms. He suggested translating the book into other languages to extend its reach and applicability. The event was attended by dignitaries including Hon’ble Justice D.K. Sharma of the Delhi High Court and senior officials from both the power and legal sectors.
